Request for Proposal (RFP) For Consultancy Services for Early Childhood Development (ECD) Training Facilitation under the SUNCASA Project (1 Facilitator)

       1. Introduction/Background

The Rwanda Young Water Professional is an implementing partner of the Scaling Urban Nature-based solutions for Climate Adaptation in Sub-Saharan Africa (SUNCASA) Project, funded by the Global Affairs Canada (GAC) and implemented by the International Institute for Sustainable Development (IISD) and the World Resources Institute (WRI).

Under this framework, the project seeks to equip 60 ECD committee members and local leaders in the districts of Gasabo, Kicukiro, and Nyarugenge with knowledge and tools for Early Childhood Development, with an emphasis on toy production using locally available materials.

  1. Objectives of the consultancy

The primary objectives of this consultancy include:

  • Enhancing the knowledge and skills of ECD committee members and local leaders on key ECD concepts and practices.
  • Facilitating participatory and interactive ECD training.
  • Promoting community-based toy-making practices using locally available materials.
  • Supporting the integration of ECD into community-based NbS activities.
  1. Position Summary

SUNCASA project seeks an ECD training facilitator to deliver Early Childhood Development (ECD) training to 60 ECD committee members and local leaders from Gasabo, Kicukiro and Nyarugenge districts where NbS activities are being implemented.

The successful candidate will be responsible for organizing and facilitating the training for Local Leaders and Representatives of parents who have children aged between 6 to 35 months and who are engaged in NbS activities under SUNCASA project in the City of Kigali. He/she will be responsible for producing a comprehensive training report with training photos.

  1. Deliverables and Timeline

The facilitator is expected to take a total of 10 working days. The client shall pay the consultant professional fees (to be determined based on the agreed daily professional fee rate) against deliverables accepted by the client.

The expected deliverables include:

  1. Required Qualifications

Interested facilitator are required to have the following qualifications and experiences:

  • Bachelor’s degree in Early Childhood Education, Education, Social Sciences, Development Studies, or a related field.
  • Minimum of three (3) years’ experience in implementing Early Childhood Development programs, especially Home Based ECD Programs.
  • At least three (3) years’ experience in facilitating community-based training and mobilization activities.
  • Proven experience working with vulnerable populations, especially women.
  • Strong facilitation, report writing, and communication skills.
  • Proficiency in English and Kinyarwanda. French is an added advantage.
  • Experience with Nature-based Solutions (NbS) is considered a plus.
  1. Requirements to Submit Proposal: 
  • CV highlighting a similar experience.
  • Copies of certificates and academic qualifications
  • Evidence of previous similar assignments (reports, references, or contracts)
  • Sample of previous training report
  • Technical proposal methodology and approach
  • Financial Proposal including a daily rate to carry out the activities as per the Scope of Work and any additional costs associated with it.
  1. Evaluation and Selection Criteria  

The following elements will be the primary considerations in evaluating all proposals submitted in response to this RFP: 

  • Past experience with similar activities
  • Financial proposal
  • Technical Proposal as it fulfils the requirements set out in this RFP
  • Debarment and sanctions – proposals will not be considered from individuals that are presently debarred or named on any restricted parties lists
  • The bidders offering the best overall value will be selected. For this procurement, both price and non-price aspects will be considered for evaluating bidders' proposals.

The RYWP may, at its discretion and without explanation to the prospective individuals choose to discontinue this RFP without obligation to such prospective individuals or make multiple awards under this RFP.

  1. Reporting 

The individual consultants shall report to the RYWP-SUNCASA Project Lead and shall also work closely with the technical team and other project’s partners.
